I can't quite ace it, but the first Photo up top is Elvin Felty in the 86, but he's not at Penn National where he usually ran. Ill guess he must have been at the old Big Diamond 1/3rd mile. The 2nd Photo is at Flemington, but I don't know who is driving it. It seems the Tornado/twister between the 8&6 would be a giveaway to someone who was a Flemington regular, but I'll guess that it must have been Chip Slocum.
